New York’s NYC Care program, which gives health access to residents ineligible for insurance, saw enrollment fall 12% to 123,124 patients in fiscal 2026 from 140,222 in fiscal 2025. The city-run program serves New Yorkers, including undocumented residents, and the latest Mayor’s Management Report recorded the decline.
