A panchayat in Bihar’s Madhepura district decided on October 17 to impose a Rs 25,000 social fine on anyone caught consuming or selling intoxicating substances. Residents of Sahugarh also pledged not to help secure bail for relatives arrested in drug cases and to cooperate with police investigations.
