A sudden surge of people, heavy rain and alleged confusion over announcements and entry-exit routes are among the factors being investigated after a stampede at the Chorbagan Sarbojanin Durga Puja pandal in Kolkata killed at least 19 people and injured 25 others on Saturday evening.
