Ladakh Chief Secretary Ashish Kundra said talks with local leaders ended without a breakthrough after the discussion got stuck on the name. He said Ladakh will get neither statehood nor a legislature, and defended the Centre’s proposed constitutional safeguards under Article 371K. Sonam Wangchuk had earlier accused the Centre of reneging on promises.
